How to subtitle shift

My subtitles show 2 seconds early — what value?
Enter +2 (delay). A negative value makes subtitles appear sooner.
Does it shift only part of the file?
Currently the whole file shifts uniformly. Per-cue resync between two sync points is on the roadmap.
Can I convert to VTT while shifting?
